Job Description:

The Oregon State Hospital (OSH), a division of the Oregon Health Authority has an exciting opportunity for 2 Compliance Specialist 2 positions in our Standards and Compliance Department.

Standards and Compliance is part of OSH's Quality Management Department. The Quality Management Department consists of Performance Improvement, Data Analysis, and Incident Response System Investigations. Standards and Compliance provides regulatory compliance and accreditation oversight to OSH facilities, administers licensing and certification with the State of Oregon, supports staff at OSH in understanding regulatory compliance and serves as the point of contact for accreditation and regulatory oversight.

These positions are assigned a variety of areas to support compliance efforts. Within the assigned area, the Compliance Specialist's purpose is to assure OSH is compliant with standards from internal and external entities that include the Joint Commission; Code of Federal Regulations (CFR), including Center for Medicare and Medicaid Services (CMS); Oregon Health Authority (OHA); Department of Administrative Services (DAS) and others; as well as compliance with Oregon Revised Statues (ORSs) and Oregon Administrative Rules (OARs).

What will you do!

As a Compliance Specialist 2 you will coordinate and perform auditing functions to ensure compliance with federal, state, local laws, regulations, policies, and accreditation standards. Compliance Specialists work includes developing audit tools, performing audits, supporting corrective action plans, and the review and resolution of compliance issues including interpreting standards, policies, developing data collection tools. Compliance Specialists will develop training programs to educate staff in the areas of regulations, mandates, and methods in gaining compliance.

Compliance & Consultative Functions

  • Maintain knowledge of applicable regulatory standards, including but not limited to standards of the Centers for Medicare and Medicaid Services (CMS), The Joint Commission (TJC), Oregon Revised Statutes (ORS), Oregon Administrative Rules (OAR), and internal standards, policies, and requirements in relation to their assigned area of the hospital.
  • Conduct data quality and procedural audits.
  • Provide technical consultation with management and staff regarding interpretation and/or application of laws, regulations, rules, and/or policies.
  • Perform focused, system, and program tracers, document, and compliance reviews of specific standards and/or regulations to determine compliance with accreditation standards, federal, state, and local rules and regulations.
  • Investigate systems that are identified at risk of noncompliance and includes evaluation, coordination, tracking, and interpreting laws, rules or policies determined deficient.
  • Represent the Standards and Compliance Department on assigned committees, work groups, disciplines, programs, units, and departments throughout OSH.
  • Maintain knowledge of all applicable sanctions and what level of violation equates to what level of sanction.
  • Develop and maintains hospital system wide survey readiness materials in collaboration with division management and communications department.
  • Conduct mock survey activities as required by leadership. This includes working with designated contractors as needed and conducting independent internal mock surveys.

Data Management and Reporting

  • Maintain spreadsheets, databases, conducts compliance related data collection, and other data storage files.
  • Prepare desk manuals with standard work for department and position.
  • Prepare technical summary guidelines for interpretation of laws, regulations, and policies to post on department website.
  • Ensure necessary compliance and regulatory documentation is updated in electronic and paper formats including rolling cart, etc.
  • Review, maintain, and report program performance goals/metrics to track improvements leading to compliance with identified standards, and prepares metric sheets for use in various formats including but not limited to spreadsheets, dashboards, etc.

What we’re looking for!

Minimum Qualifications

Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level in the hospital, healthcare, or state/federal government environment. 

Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years. 

Knowledge, Skills, and Abilities

Skill in writing and analyzing general, statistical, and technical reports per The Joint Commission (TJC) standards. Knowledge of Hospital Quality Improvement programs.

This position works collaboratively in a team setting. To be successful, this position will need to foster professional working relationships within the hospital and within the Standards and Compliance team. Persons in this position must be a good basic knowledge of regulatory compliance. This includes:

  • Center for Medicare and Medicaid Services (CMS) guidelines.
  • The Joint Commission standards pertaining to Hospital and/or Behavioral Health
  • Applicable federal and state regulatory laws
  • Computer software programs including Microsoft Office, PowerPoint, Adobe
