The Peer RecoveryDepartment within the Oregon State Hospital in Salem is seeking a Forensic Peer Advocate to join our team. The Oregon State Hospital (OSH), a division of the Oregon Health Authority (OHA), provides patient-centered psychiatric treatment for adults with mental illness from throughout the state. The hospital's primary goal is to help people recover from their illness and return to their lives in the community. Employees play an essential role in achieving the hospital's vision to be a psychiatric hospital that inspires hope, promotes safety and supports recovery for all.

The primary purpose of the Forensic Peer Advocate is to:

  • Develop protocols and processes for accessing Forensic Peer Advocate services
  • Create materials detailing the scope of Forensic Peer Advocate services (e.g., brochures, flyers, manuals)
  • Track and evaluate patient engagement with Forensic Peer Advocate services
  • Prepare program continuous improvement recommendations based on data collection and evaluation
  • Develop protocols and processes (i.e., standard work) for resolving patient advocacy needs (e.g., screening, assessment, collaborative review)
  • Coordinate Forensic Peer Advocate outcomes quarterly reports for stakeholders (e.g., Clinical Administrative Team, Executive Team, Oregon State Hospital Advisory Board, Oregon Consumer Advisory Council)
  • Develop Forensic Peer Advocate service recipient feedback and evaluation process and protocol
  • Review and evaluate individual Forensic Peer Advocacy requests (i.e., review requests and determine appropriateness of service)
  • Initiate primary response to Forensic Peer Advocacy requests (i.e., meet with requesting party)
  • Initiate secondary response to Forensic Peer Advocacy requests (i.e., investigate details of the issue)
  • Initiate tertiary response to Forensic Peer Advocacy requests (i.e., seek resolution of the issue)
  • Determine at each stage of the process whether Forensic Peer Advocate services are appropriate to the situation and, if they are not, refer the patient to the relevant resource or entity
  • Coordinate with internal partners to resolve patient advocacy needs (e.g., unit staff, Interdisciplinary Treatment teams, Program Executive Teams)
  • Coordinate with external partners to resolve patient advocacy needs (e.g., OSHAB, HSD, OEI)
  • Facilitate issue resolution discussion and debrief with the patient
  • Actively solicit and support patient evaluation of their Forensic Peer Advocate service experience

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

A bachelor's degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years' experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Required Special Qualifications:

  • The incumbent must have completed a recognized Peer Support training and be certified as a Traditional Health Care Worker.
  • Completion of Intentional Peer Support training expected within six months of hire if needed.
  • The incumbent in this position will identify as having “lived experience” of being a consumer of mental health services, so that mutual sharing may occur according to peer support principals
  • Knowledge of Peer Support ethics, principles, and values.
  • Knowledge, skills, and abilities to work with persons with mental health and/or substance use disorders.
  • Ability to effectively deliver trauma-informed, culturally responsive / appropriate, and inclusive services.
  • Commitment to ongoing personal development on the topics of anti-racism, elimination of health inequities, culturally and linguistically appropriate practices, trauma-informed practices, social determinants of health and equity, universal accessibility, and development of diverse and inclusive work environments.
  • Experience and skills in trauma-informed and cross-cultural communication.
  • Experience collaborating with individuals and communities that are most impacted by historical and current social and health inequities.
  • Valid Driver’s license and acceptable driving record preferred
