PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the State Treasurer this class is accountable for providing legal advice and representation in state investment transactions and investment programs.
EXAMPLES OF DUTIES
- Reviews, structures, and negotiates investment transactions;
- Drafts, reviews, and negotiates agreements and contracts for legal sufficiency;
- Reviews and coordinates securities litigation efforts;
- Consults with the Office of the Attorney General on legal issues;
- Researches legal issues;
- Prepares quarterly reporting and individual case recommendations;
- Monitors opportunities for recovery of investment losses and provides advice on foreign tax reclamations;
- Interprets statutes and regulations related to private and public funds and investments;
- May provide continuing legal education and securities law training;
- May provide legal counsel and advice;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- legal principles, practices and procedures in Connecticut;
- legal research techniques;
- the Uniform Administrative Procedures Act;
- relevant investment procedures, regulations and terminology;

PREFERRED QUALIFICATIONS
- Experience with Legal principles, practices and procedures in Connecticut.
- Legal research techniques.
- Familiarity with The Uniform Administrative Procedures Act
- Experience with relevant investment procedures, regulations and terminology; and, an understanding of legal and contractual agreements.
- Experience interpreting and applying relevant state and federal laws, statutes, regulations and legislation.
- Proven experience with oral and written communication
- Experience using computer software; interpreting legal documents; applying judicial decisions to the interpretation of statutes; comprehending, analyzing and organizing technical data and coordinating elements of investment transactions.
- 2 to 5 years of experience working on legal matters associated with investments in a law firm, corporation, governmental entity, endowment environment or pension plan.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
Candidates may be considered if admitted to practice law in the State of Connecticut within one (1) year of the date of appointment. Pursuant to Section 51-88 of the Connecticut General Statutes, an incumbent who has not been admitted to practice law may not "assume, use or advertise the title of lawyer, attorney and counsel at law, counselor at law, attorney, counselor, attorney and counselor, or an equivalent term, in such a manner as to convey the impression that he is a legal practitioner of law". Until such time that an incumbent is admitted to practice law in the State of Connecticut, the incumbent shall be referred to as an Investment Law Associate.
