Job Responsibilities
1. Develops Request for Quotes (RFQS), Request for Proposals (RFPs), and other solicitation documents based on specified sourcing strategies.
2. Supervises and plans the work of staff in performing procurement and warehouse related responsibilities. Provides staff with clear performance expectations and objectives. Tracks and reviews established metrics to provide constructive feedback and evaluate the performance of staff.
3. Identifies training and/or development opportunities for assigned staff.
4. Develops, communicates, and implements agency procurement/warehouse strategies. Sets sourcing strategy based on overall procurement objectives, customer needs, supply market dynamics, technological changes in the marketplace, and other relevant factors.
5. Develops negotiation strategies based on vendor response and market analysis to identify possible outcomes. Leads negotiation with selected vendors. Guides the strategic sourcing team to award the contract to the most qualified vendor.
6. Serves as the central point of contact for customers and vendors. Establishes and maintains channels of communication and working relationships with customers and vendors.
7. Establishes and or maintains the inventory control systems and a record retention and disposal system.
8. Organizes procurement, storage and inventory maintenance and distribution of supplies, equipment and services.
9. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions.
10. Purchase and distribution of supplies, equipment necessary for the operations of the East Central Health District, including 13 local county health departments.
11. Utilizes computer skills to create, manage, analyze, and document sizable datasets and/or research information. Prepares technical or statistical reports.
12. Insures the development and capture of knowledge management activities.
13. Develops and maintains professional knowledge of the procurement field. Complies with the Georgia Procurement Manual, procurement rules, and regulations. Understands legal implications and possible complications. Identifies and attends appropriate training
related to procurement field.
14. Utilizes tools to track and document spend and savings information in accordance with standard format.
Minimum Qualifications
Associate's degree in accounting or business or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, which included one (2) years in a lead worker, team leader, or supervisory role; or Technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment which included one (2) year in a lead worker, team leader, or supervisory role.
Job functions require the following physical demands: lifting up to 30 lbs., carrying, pushing, and/or pulling, stooping, kneeling, crouching, and/or crawling
Special Qualifications needed:
1. Skilled in the area of Microsoft Word and Excel (Intermediate)
2. Possess good time management skills, can handle multiple
projects and prioritize.
3. Experience working with the public, a good communicator with
excellent customer service skills, and the ability to complete
work timely.
4. Verbal communications listening, multi-tasking, general math
skills, promoting process improvement, problem solving,
thoroughness, quality focus.
5. Ability to work independently and as a member of a team.
6. Must be motivated, self-starter, with a positive attitude.
7. Versatility, flexibility. and a willingness to work within
constantly changing priorities with enthusiasm.

DPH accepts educational credential recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) will be considered. DPH will contact educational institutions to verify degree, diploma, licensure, etc.
