The Oregon State Hospital, a division of the Oregon Health Authority has an exciting opportunity for a Treatment Mall Manager.
This position exists within the Treatment Services Department and includes Rehabilitation Services, Spiritual Care, Vocational Programming, Educational Programming. Treatment Malls receive clinical supervision by OSH’s Chief Medical Officer.
The treatment mall program at Oregon State Hospital is the hub of all treatment groups and activities and is essential to the provision of psychiatric services to patients. For a minimum of four hours each day, all patients and staff are located inside treatment malls for groups and classes. It is essential that groups, staff, patient assignments, and space be coordinated on a day-to-day basis to assure treatment programming occurs as scheduled.
What will you do!
As the Treatment Mall Manager this position is responsible for the overall scheduling of patients, staff, and group space at the mall, directing staff in groups and oversight of the treatment mall milieu. This position must make immediate decisions in consultation with discipline supervisors or treatment teams related to staff and patient treatment group assignments, security and safety issues, and patient movement and transport.
On a daily basis, this position coordinates up to 100 treatment staff and 180 patients to oversee the coordination of leisure and personal growth, Monday-Friday, 8:00 – 5:00. This includes, but is not limited to, directing the therapeutic milieu, meeting health, safety, and security requirements, ordering materials and supplies, operating within budgetary guidelines, planning treatment, directing staff, and planning for program development and training. This position is responsible for assuring Evidence Based and Best Practices are implemented to meet DHS standards. Additionally, this position coordinates services with community mental health providers to assure a continuity of care from the hospital to community.
This work is performed on units and at the treatment mall with high risk severely disturbed adults with daily exposure to violence, high noise pollution and constant interruption. Exposure to infectious diseases including HIV. Work hours can vary daily to meet the staffing coverage ratios of the Unit and the Treatment Mall. Respond to off duty calls regarding staffing and patient crises and clarification of policies.
ADMINISTRATIVE
- Create, implement, evaluate, and modify the operational structure for the treatment mall.
- Establish, implement, and monitor treatment mall policies and procedures to assure that relevant standards, regulations, and laws are met.
- Initiate, develop, review and revise treatment mall policy and procedure manuals as needed.
- Monitor treatment mall procedures to ensure compliance with policies and procedures of Infection Control, body substance, isolation, and HIV.
- Provide input regarding OSH policy and procedure impact on treatment mall operations and potential impact on budget as needed.
- Assure monthly security and safety procedures are completed in a timely fashion.
- Assure compliance with Joint Commission, Center for Medicare and Medicaid Services, fire and life safety and licensing standards. .
- Maintain communication with all OSH departments to assure efficient operations.
- Assess treatment needs of patients participating in the treatment mall and request necessary staff and fiscal resources to assure adequate provision of services.
Clinical
- Collaborate with Treatment Services Administration, Discipline Chiefs, and staff providing services in the treatment mall and other stakeholders in the development, implementation and evaluation of treatment mall services that meet the assessed treatment needs of the patient population.
- Assure curriculum is implemented as approved by Clinical Management and that is Evidence-Based or Best Practices.
- Assure that treatment services are coordinated with other hospital treatment mall programs and community mental health providers to assure continuity of services throughout hospitalization and after discharge.
- Evaluate factors related to safety, outcomes, effectiveness, cost and social impact with developing and implementing treatment mall innovations.
- Develop treatment mall schedules for up to 130 patient group assignments, staff assignments and room assignments.
- Coordinate staff group assignments and responsibilities with discipline supervisors.
- Evaluate the effectiveness of treatment groups and modify treatment programming as necessary to assure treatment needs are met.
- Develop systems and oversee the safe, efficient transport of patients from treatment mall to units, downtown and vocational services.
- Develop and implement systems to assure patient’s medical and other appointments occur.
- Effectively intercede with family and patients and resolve concerns related to treatment mall services.
- Develop systems of effective communication between treatment mall staff, unit staff, Interdisciplinary Treatment Teams, Nursing Supervisors and discipline directors/supervisors to insure accurate and appropriate flow of information.
- Make immediate decisions in consultation with discipline supervisors or treatment teams related to staff and patient group assignments, activity schedule and security measures necessary in a treatment mall environment to assure treatment mall functioning and patient and staff safety.
- Coordinate peer support services such as Recovery International, Dual Diagnosis Anonymous, AA, and NA with hospital and community providers for evening and weekend programming.
PERSONNEL MANAGEMENT
- Interview, select, train, and provide direct supervision of Activity Coordinators, MHT-series and Treatment Analysts positions.
- Complete performance evaluations of staff under assigned authority.
- Provide feedback regarding Treatment Services Clinicians, SW, Spiritual Care, Dietary, Pharmacy, Medical, Psychology and RN staff functioning in groups and treatment mall services to individual discipline director and/or supervisor.
- Work in cooperation and collaboration with other hospital disciplines, services, and outside agencies.
- Promotes sensitivity for cultural differences amongst staff and patients and their families.

Minimum Qualifications
Five years of lead work, supervision of personnel, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
This position provides leadership for a complex clinical program that provides psychiatric treatment services to Oregon State Hospital patients. Clinical, management and administrative skills are essentialas is the ability to create and implement projects and processes.
Special Requirements
Three years of management and clinical experience in a clinical setting which included development, implementation, and evaluation of comprehensive treatment programming.
